Travellers will be required to complete aregistration formprior to arrival in Lithuania and to show the confirmation (QR code) to the carrier when boarding the vehicle, or those travelling by their own transport will have to show it to the National Public Health Centre (NPHC ) staff or other officials at the border checkpoint or passenger checkpoint.

Frontier workers, also those crossing the border between the Republic of Lithuania and another European Union country every day or every working day (those travelling for work-related purpose, pupils, students and trainees) are required to show the confirmation of the negative COVID-19 test taken 7 days at the earliest before the return or arrival in Lithuania, when they travel by their own transport.

A COVID-19 test (PCR test or antigen test from nasopharynx) is mandatory. A serological antibody test result will not be recognised.

The test for COVID-19 taken within 72 hours before the entry to Lithuania must be negative and it must be presented to the carrier before the journey. The test for COVID-19 will be mandatory for individuals from the age of 16 inclusively. Foreigners arriving in Lithuania by carrier transport for humanitarian reasons will not be required to present a negative COVID-19 test result, but they will have to book a testing appointment visit within 24 hours of the arrival in Lithuania.

An exemption will apply in the case of those travelling by their own transport: they will have to have a negative test for COVID-19 taken within 72 hours before the entry to Lithuania or they will have to register within 24 hours of the arrival and take a test in Lithuania.

Mandatory 10-day self-isolation. Tighter self-isolation requirements:

• no walks outside;
• self-isolation in the same house or apartment with other family members who have not travelled together, is not possible. When self-isolating with a family, the family members will be required to stay in self-isolation for the same period of time (they will not be issued a sick-leave certificate);

* employees of listed occupations who live with other persons can self-isolate in one apartment or a house with other persons that have not travelled together. Those living together do not have to self-isolate;

• it is mandatory to follow other self-isolation requirements.

There is a possibility of shortening the self-isolation time by taking a COVID-19 test (PCR), at personal expense, on the 7th day of self-isolation at the earliest, with a negative response thereof.

Those subject to self-isolation exemptions or in whose respect the self-isolation time has been shortened will have to restrict the number of their contacts for 14 days of arrival in Lithuania. It is recommended that those working commute only between work and home if there is no possibility of working from home. When contacting others, wearing protective equipment covering the nose and mouth: face masks, respirators or other means remains mandatory, also the observance of other general instructions for the prevention of COVID-19.

The place of self-isolationcan be left with NPHC’s permission to go to another place of self-isolation if it has to be changed for certain reasons.

It will be allowed to leave the place of self-isolation at the notification of the NPHC in the following cases:

• to make arrangements for the funeral of a close person and the transportation of the remains and/or to participate in the wake ceremony/ funeral of a close person or visit terminally ill patients;
• to go to a medical facility to have nasopharyngeal and oropharyngeal swab specimen collected for a COVID-19 test;
• to go to a medical facility for health care services (notification is not required in emergency cases);
• to transport those unable to take care of themselves to a medical facility for health care services;
• for high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel to go to high-performance sports training, training camps, competitions and institutions or establishments related to their sports activities;
• those that have to go to state institutions, establishments and organisations when summoned by them or to go to the place required for handling legal matters.
• those living or working abroad and those who need to leave the country for health reasons.

It will be allowed to leave the place of self-isolation without the notification of the NPHC in the following cases:

• to go to a mobile point to have nasopharyngeal and oropharyngeal swab specimen collected for a COVID-19 test after prior registration with the COVID-19 Hotline at 1808 or with the NPHC, or to transport those unable to take care of themselves.
• employees of listed occupations who travel for the purpose of work-related functions (third-country nationals arriving in the Republic of Lithuania for the purpose of work-related functions at the permission of a relevant ministry) can leave the place of self-isolation to go to the place needed to handle work or business matters during working hours.

It will not be allowed to leave the place of self-isolation for own wedding.

TESTING AND SELF-ISOLATION EXEMPTIONS (with effect from 12 to 18 April)

There are exemptions, where self-isolation requirement is not applicable but testing for COVID-19 is still mandatory for individuals travelling for the purpose of work-related functions

• those enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the of Lithuania, their family members and their service personnel, diplomats and service personnel in diplomatic missions;
• those serving in the military units of NATO and NATO countries and their service personnel, their family members, also those in active military service;
• officers performing extradition, transfer or takeover tasks;
• foreigners coming to the intelligence authorities of the Republic of Lithuania for purposes related to ensuring national security, at the permission of the Minister for National Defence of the Republic of Lithuania or Director of the State Security Department of the Republic of Lithuania, respectively;
• health care professionals;
• frontier workers, also those crossing the border between the of Lithuania and another EU country every day or every working day: those travelling for work-related purpose, pupils, students and trainees;
• seafarers except crew members carrying passengers on international routes;
• high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel participating in international tournaments that are subject to separate international rules for controlling the COVID-19 pandemic;
• Lithuanian citizens returning from Belarus: teachers involved in the Lithuanian education in schools in Belarus and clergy performing pastoral work in Belarus.

Testing and self-isolation exemptions for arrivals in Lithuania

• those transiting trough the Republic of with only essential stops (such as refuelling or for hygiene purposes) in the Republic of Lithuania. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions;
• those holding a medical document confirming that they recovered from coronavirus diagnosed on the basis of a positive COVID-19 PCR test or an antigen test and that maximum 180 days have passed from the positive testing until the return/entry to the of Lithuania. A document from a medical establishment will not be required in the cases where COVID-19 was diagnosed in Lithuania and the data have been communicated to the Information System of Electronic Health Services and Cooperation Infrastructure in the case of travelling by their own transport to Lithuania. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions;
• those holding a medical document, a country-specific vaccination certificate or an international vaccination certificate confirming that they have gone through the full programme of COVID-19 vaccination with vaccine registered in the Union Register of Medicinal Products;
• members of official delegations travelling by carrier transport or otherwise;
• the documents confirming the results of the COVID-19 test or vaccination or recovery must be submitted in one of the official languages of the European Union.

There are exemptions, where testing is not applicable but self-isolation is still mandatory

• those under 16 years

Testing and self-isolation requirements and exemptions for crew members employed in companies engaged in international commercial transportation or who carry out international commercial transportation by all types of vehicles

Crew members employed in companies engaged in international commercial transportation or who carry out international commercial transportation by all types of vehicles (who travel for the purpose of work-related functions):

• testing requirements:
  • if the time of stay in Lithuania is shorter than 72 hours, test will not be required (but if the carrier has left the vehicle in another country and flies to LT on a plane as a passenger, the test will be required before boarding the plane, as for other passengers)
  • test is required in all cases, if it is known in advance that the time of stay in the territory of Lithuania will be longer than 72 hours (crew members that transport passengers on international routes and arrive by carrier transport must bring in the test; other crew members arriving other ways can bring in the test or get tested in LT)
  • 
    
  • if such persons stay in LT longer than 72 hours unplanned, they need to book a testing appointment visit within 24 hours.
• testing requirements:
  • self-isolation is required from the day of arrival in the Republic of Lithuania until the day of departure from its territory but no longer than 10 days of the arrival/return (self-isolation time can be reduced by taking a PCR test on the 7th day of self-isolation with a negative result)
  • self-isolation will not be required when they:

• deliver shipment or arrive to pick it up without staying in Lithuania, or when they transit through Lithuania;
• go to Belarus, Estonia, Latvia, Poland or Kaliningrad region for work-related purpose, return to Lithuania within 24 hours and have no close contacts in another country.
