In Response to Cyber Threats, New Laws Proposed to Strengthen the E-Health System
Parliament has received a strategic package of legislative amendments that will strengthen the country's e-health system, improve its stability, and help healthcare institutions protect their systems from cyber threats. The changes would create a legal basis for long-term funding through the Compulsory Health Insurance Fund, clarify governance responsibilities, and give healthcare providers practical tools to improve data security.
“We live in an age of hybrid and cyber threats, which is why there can be no ‘grey areas’ when it comes to the security of patient data. The healthcare sector and patient data are part of the country's critical infrastructure. For this reason, we joined forces to register this legislative package and begin its consideration during the current spring session of Parliament,” said Deputy Speaker of Parliament Orinta Leiputė. She emphasized that this step sends a clear signal to healthcare institutions, encouraging them to review the information systems they manage and ensure their security without delay.
The proposed legislative amendments mark a transition away from the fragmented, project-based management of the e-health ecosystem that has persisted for years. Instead, the state is moving toward a long-term strategy supported by a sustainable funding model.
Health Minister Marija Jakubauskienė stressed that threats in the digital space do not wait. As evidence, she pointed to information received late the previous evening about a cyber incident that was quickly contained in a subsystem of an information system managed by the State Health Care Accreditation Agency.
These changes will enable the creation of a more reliable, secure, and patient-focused e-health ecosystem that provides real benefits to patients. It will meet modern data security standards while also addressing the long-term needs of the system's development and effective management.
