PSO European Region Committee Discusses Stronger, More Resilient Health Systems

A delegation led by Vice-Minister of Health Daniel Naumovas took part this week in the 75th session of the World Health Organization (WHO) Regional Committee for Europe, which took place in Copenhagen (Denmark) on 28–30 October. During the meeting, key health policy topics were discussed, and the second European Work Programme for 2026–2030 was presented, setting out the strategic vision and action plan to advance health across the entire region.

The meeting was attended by Ministers of Health and high-level delegates from 53 Member States, as well as representatives of partner organisations and civil society. Participants emphasized the importance of solidarity and effective cooperation in building stronger and more resilient health systems.

Speaking on behalf of Lithuania, Vice-Minister of Health D. Naumovas underlined that this session marks an important stage in cooperation between WHO and Member States – seventy-five years dedicated to building healthier, safer and more resilient societies. However, he noted that today the world is facing serious challenges – conflicts, humanitarian crises and increasing pressure on health systems.

“The theme of the meeting – ‘Back to the Basics’ – is a reminder of what matters most: health as a human right, strengthening solidarity, and a strong and healthy society,” the Vice-Minister said.

D. Naumovas noted that prevention must remain the main priority – as much as 60% of deaths from non-transmissible diseases can be prevented through public health measures, and a further 40% can be avoided by ensuring effective treatment.

The Vice-Minister noted that preventive measures should also include fiscal policy, citing the sugar tax as an example, which effectively helps shape healthier lifestyle habits.

The Vice-Minister also noted the necessity of investing in the training and skills development of healthcare professionals, and highlighted Lithuania’s efforts to strengthen mental health among youth and other groups in society.

“We cannot separate health from peace, security, and respect for international law,” D. Naumovas said, strongly condemning Russia’s war against Ukraine and highlighting Lithuania’s support for Ukraine’s independence and territorial integrity.
