Travellers to Lithuania will be required to complete an online registration form no earlier than 48 hours before the start of the trip and to show the confirmation (QR code) to the carrier when boarding the vehicle, or those travelling by their own transport will have to show it to the NPHC staff or other officers at the border checkpoint or passenger checkpoint. 

Frontier workers, also those crossing the border between the Republic of Lithuania and another European Economic Area country every day or every working day for work-related purpose, pupils and those transporting them to an education establishment, also students and trainees must check in at least once a month, except when travelling by passenger transport.

A COVID-19 test is mandatory (only PCR test or antigen test will be recognised, while serological antibody test result will not be recognised). A test will not be required for those vaccinated under the full vaccination schedule and for the recovered, there are other exemptions which you can check at: https://nvsc.lrv.lt/isimtys.

A PCR test for COVID-19 must be taken within 72 hours before the entry to Lithuania with a negative result thereof, an antigen test must be taken within 48 hours before the entry to Lithuania with a negative result. A document evidencing the negative result of the test must be presented to the carrier before the trip. The test for COVID-19 will be mandatory for individuals from 16 years. Foreigners arriving in Lithuania by carrier transport for humanitarian reasons will not be required to present a negative COVID-19 test result, but they will have to book a testing appointment visit within 24 hours of the arrival in Lithuania. 

Exemption will apply in the case of those travelling by their own transport: they will have to have a negative test for COVID-19 taken within 72 hours before the entry to Lithuania or they will have to register within 24 hours of the arrival and take a test in Lithuania.

Frontier workers, those crossing the border between the Republic of Lithuania and another European Economic Area country every day or every working day for work-related purpose, pupils and those transporting them to an education establishment, students and trainees are required to show the confirmation of the negative result of a test for COVID-19 taken 7 days at the earliest before the return or arrival in Lithuania, when they travel by their own transport. 

10-day mandatory self-isolation (self-isolation will not be required for those vaccinated under the full vaccination schedule and for the recovered, there are other exemptions which you can check at: : https://nvsc.lrv.lt/isimtys):

it is allowed to go outside for a walk within the radius of maximum 1 km from the place of self-isolation while wearing protective equipment covering nose and mouth. No visits to gathering points;

when staying with other people, it is required to self-isolate in a separate room, but those staying together do not have to self-isolate;

it is mandatory to follow other self-isolation requirements.

The self-isolation time can be reduced by taking a COVID-19 test (PCR) on the 7th day of self-isolation at the earliest, in a mobile point, or at personal expense and having a negative response thereof.

If vaccinated individuals self-isolate because the 14-day period after the vaccination has not yet passed on the day of arrival in Lithuania, they may reduce the self-isolation period once the 14-day period has passed after the administration of the vaccine dose:

the second dose of the vaccine under the two-dose vaccination schedule;
one dose under the single-dose vaccination schedule;
at least one dose administered to those with the past COVID-19 disease (coronavirus infection) confirmed by a positive SARS-CoV-2 PCR test result.

Please inform the NPHC about the fact that 14 days have passed of the vaccination by completing the electronic form at nvsc.lrv.lt/sutrumpinti.

Those subject to self-isolation exemptions or in whose respect the self-isolation time has been shortened will have to restrict the number of their contacts for 14 days of arrival in Lithuania. It is recommended that working persons commute only between work and home if there is no possibility of working from home. When contacting others, wearing protective equipment covering the nose and mouth: face masks, respirators or other means remains mandatory, also the observance of other general instructions for the prevention of COVID-19.

The place of self-isolation can be left at NPHC’s permission 

to go to another place of self-isolation if it has to be changed for justified reasons (up to two times during the self-isolation period).

It will be allowed to leave the place of self-isolation at the notification of the NPHC in the following cases:

to resit a maturity examination. It will be required to adhere to certain conditions;

it will be allowed to leave Lithuania and the place of self-isolation before the lapse of the required period of self-isolation with prior notification of the NPHC for those living or working abroad and those who need to leave for health reasons.

It will be allowed to leave the place of self-isolation without the notification of the NPHC in the following cases:

to make arrangements for the funeral of a close person and the transportation of the remains and/or to participate in the wake ceremony/ funeral of a close person or visit terminally ill patients;

to go to a medical facility to have nasopharyngeal and oropharyngeal swab specimen collected for a COVID-19 test;

to go to a medical facility for health care services;

to transport those unable to take care of themselves to a medical facility for health care services;

for those who have to go to the place required for handling legal matters;

those who have their own wedding;

for high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel to go to high-performance sports training, training camps, competitions and institutions or establishments related to their sports activities;

those that have to go to state institutions, establishments and organisations when summoned by them or to go to the place required for handling legal matters.

to go to a mobile point to have nasopharyngeal and oropharyngeal swab specimen collected for a COVID-19 test after prior registration with the COVID-19 Hotline at 1808 or with the NPHC, or to transport those unable to take care of themselves.

travellers who have to go for the second dose of COVID-19 vaccine as per appointment;

crew members employed in companies engaged in international commercial transportation or who carry out international commercial transportation by all types of vehicles to go for any doze of vaccine as per appointment.

employees of listed occupations who travel for the purpose of work-related functions (third-country nationals arriving in the Republic of Lithuania for the purpose of work-related functions at the permission of a relevant ministry), where a PCR test is taken upon arrival in Lithuania and a negative PCR test result is received, can leave the place of self-isolation to go to the place needed to handle work or business matters during working hours.

Testing will not be required from those who have recovered of COVID-19 disease, have been fully vaccinated, also members of official delegations and children under 12 years of age.

TESTING AND SELF-ISOLATION EXEMPTIONS (with effect from 12 to 18 July)

Self-isolation will not be required, but COVID-19 testing will remain mandatory

those arriving from countries classified as orange (yellow) and green;

The following persons shall be exempt from self-isolation only if they travel for the purpose of work-related functions:

those enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the of Lithuania, their family members (the spouse or partner, children (adopted children) of the person and/or the spouse or partner, also parents (adoptive parents), guardians )(hereinafter ‘family members’), their other close relatives, also their service personnel, members of official delegations, also diplomats and service personnel in diplomatic missions;

those serving in the military units of NATO and NATO countries and their service personnel, their family members, and their other close relatives, also those in active military service;

officers performing extradition, transfer or takeover tasks;

foreigners coming to the intelligence authorities of the Republic of Lithuania for purposes related to ensuring national security, at the permission of the Minister for National Defence of the Republic of Lithuania or Director of the State Security Department of the Republic of Lithuania, respectively;

health care professionals;

frontier workers, also those crossing the border between the Republic of Lithuania and another European Economic Area country every day or every working day for work-related purpose, pupils and those transporting them to an education establishment, also students and trainees;

seafarers except crew members carrying passengers on international routes;

high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel participating in international tournaments that are subject to separate international rules for controlling the COVID-19 pandemic;

Lithuanian citizens returning from Belarus: teachers involved in the Lithuanian education in schools in Belarus and clergy performing pastoral work in Belarus;

the staff from the Aviation Unit of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania.

Testing and self-isolation requirements will not apply in the case of

those transiting trough the Republic of Lithuania with only essential stopovers (such as refuelling or for hygiene purposes) in Lithuania. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions;

those holding a document from a medical establishment confirming the recovery of COVID-19 disease (coronavirus infection) confirmed by a positive result of a SARS-CoV-2 PCR test and maximum 180 days have passed of the positive testing before the return/entry to the Republic of Lithuania. To make use of the applicable self-isolation exemption, a document from a medical establishment will not be required in the cases where COVID-19 was diagnosed in Lithuania and the data have been communicated to the Information System of Electronic Health Services and Cooperation Infrastructure To make use of the testing exemption, those that had this infection in Lithuania, will not be required to present a document from a medical establishment if they return to Lithuania by their own transport. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions;

those holding a document issued by a medical establishment, a country-specific vaccination certificate, or an international vaccination certificate confirming the complete vaccination with one of the COVID-19 vaccines (COVID-19 Vaccine Janssen, Comirnaty, COVID-19 Vaccine Moderna or Vaxzevria) administered under the vaccination schedule approved by the competent authority of the country where the vaccination was carried out, if at least 14 days have passed after the administration of a dose of COVID-19 disease (coronavirus infection) vaccine, and the person has been vaccinated with:

the second dose under the two-dose vaccination schedule;

one dose under the single-dose vaccination schedule;

at least one dose administered to the person who has recovered of the COVID-19 disease (coronavirus infection) confirmed by a positive SARS-CoV-2 PCR test result.

members of official delegations travelling by carrier transport or otherwise;

the documents confirming the results of the COVID-19 test or vaccination or recovery must be submitted in one of the official languages of the European Union.

Requirement for testing prior to the entry to Lithuania will not be applicable, but self-isolation will remain mandatory in the case of

foreigners entering the Republic of Lithuania for special humanitarian reasons, at the permission of the Minister for the Interior of the Republic of Lithuania (they will have, within 24 hours of the arrival in Lithuania, to contact the Coronavirus Hotline at 1808 or other establishment that performs COVID-19 tests to book a testing appointment and take a test in due time).

Foreigners entering the Republic of Lithuania by carrier transport for special humanitarian reasons, at the permission of the Minister for the Interior of the Republic of Lithuania, will not be required to bring in the test (but they will have, within 24 hours of the arrival in Lithuania, to contact the Coronavirus Hotline at 1808 or other establishment that performs COVID-19 tests to book a testing appointment and take a test in due time).

Testing and self-isolation requirements and exemptions for crew members employed in companies engaged in international commercial transportation or who carry out international commercial transportation by all types of vehicles

Crew members employed in companies engaged in international commercial transportation or who carry out international commercial transportation by all types of vehicles (who travel for the purpose of work-related functions):

testing requirements:

if the time of stay in Lithuania is shorter than 24 hours, test will not be required (but if the carrier has left the vehicle in another country and flies to LT on a plane as a passenger, the test will be required before boarding the plane, as for other passengers)

test is required, if it is known in advance that the time of stay in the territory of Lithuania will be longer than 24 hours (crew members that transport passengers on international routes and arrive by carrier transport and who plan to stay in Lithuania longer than 72 hours; other crew members arriving other ways - can bring in the test or get tested in LT)

In the event where such persons have stayed in Lithuania longer than 24 hours unplanned (except for objective reasons, such as customs clearance, border or other procedures etc.), they will have to get registered within 24 hours of the arrival in Lithuania.

testing requirements:

self-isolation is required from the day of arrival in the Republic of Lithuania until the day of departure from its territory but no longer than 10 days of the arrival/return (self-isolation time can be reduced by taking a PCR test on the 7th day of self-isolation with a negative result)

self-isolation will not be required when they:

deliver shipment or arrive to pick it up without staying in Lithuania, or when they transit through Lithuania;

go to Belarus, Estonia, Latvia, Poland or Kaliningrad region for work-related purpose, return to Lithuania within 24 hours and have no close contacts in another country.

Requirements for children

children under 16 and arriving in the Republic of Lithuania will not be required to have a negative test result before the entry to the Republic of Lithuania:

children under the age of 12 from countries in the red and grey areas will not be subject to self-isolation. If those travelling with a child are required to self-isolate, the child under 7 is advised against attending education establishments for the duration of the self-isolation of the travelling party;

self-isolation will not apply to senior children (12-16) arriving from countries in the red and grey areas if they have a negative result of a SARS-CoV-2 PCR test taken within 72 hours (calculating from the moment of sample collection) or of an antigen test taken within 48 hours (calculating from the moment of sample collection). If the test is taken in Lithuania, self-isolation will be mandatory until the test result is received;

senior children (12-16) arriving from countries in the orange (yellow) areas will be required to take a PCR test on 3-5th day of arrival.
