According to research published by the Health Education and Disease Prevention Centre of the Ministry of Health (2013) and the results of survey implemented by Vilnius City Public Health Bureau (VCPHB) in Salcininkai distr.,/Vilnius distr./Vilnius city municipalities (the municipalities), 53.8% of public health specialists (Specialist) working in schools, and more than 30% of the heads of the institutions, indicated that main obstacle for Specialists’ (target group of the project) effective work is deficiency of working tools and measures. Main cause of situation – lack of financing for ensuring healthcare (HC) services in educational institutions (EI). While working in not fully equipped/insecure/aesthetically unappealing HC rooms without even the basic measures/tools necessary to HC services, Specialists cannot properly perform their functions.
In order to improve health of children and youth attending EI, promote their healthy lifestyle it is crucial to improve provision of HC services and work conditions of HC Specialists in EI by arranging HC rooms, providing necessary furniture, materials and tools. VCPHB organized survey and implemented assessment of needs. Analysis showed that 14 schools and 7 pre-school education institutions in Salcininkai distr. municipality, 20 schools and 11 pre-school education institutions in Vilnius distr. municipality and 76 schools and 72 pre-school education institutions in Vilnius city municipality is in a need of improving HC situation.
Arranging HC rooms and equipping it with materials/tools needed would improve situation and contribute to children and youth HC problem solving. Providing sufficient working conditions for Specialists will improve HC service provision and accessibility in EI in municipalities’, which will increase number of HC service recipients. In long-term period, this will result in added value, i.e. creating and fostering healthy environment in schools/municipalities, improved physical and mental health of children/youth/parents/teachers/other visitors (beneficiaries of the projects), promoting healthy lifestyle.
HC rooms will be equipped with new environment-friendly furniture and other measures/tools, meet all hygiene requirements, Specialists will work with visitors in a healthier, safer, aesthetically attractive environment. Arranged HC rooms will provide benefit to EI by emphasizing HC, healthy lifestyle, having aesthetically attractive premises. Healthier and happier children/youth will concentrate on education, which will enable them to successfully complete their education, enter the labor market, business, and create added value to their municipalities, Vilnius region and the state. Municipalities will become healthier/safer (less addiction-less crime). Health disparities will be reduced in these municipalities, especially in problematic area, i.e. Salcininkai distr. municipality, which will enable more efficient use of the state/local budget allocations to the children/youth HC. HC rooms will be arranged in Salcininkai distr. and Vilnius distr. municipalities rural/urban settlements, thus reducing the differences between the urban/rural settlements and urban/rural municipalities of Vilnius region and whole Lithuania.
