About Programme
On 5 April 2011 the Republic of Lithuania and the Kingdom of Norway signed a Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism for the period 2009–2014. The overall objectives of the Norwegian Financial Mechanism 2009–2014 are to reduce economic and social differences in the European Economic Area and to strengthen bilateral relations between Norway and the Beneficiary State.
The Norwegian Financial Mechanism 2009–2014 Programme “Public Health Initiatives” objective is to improve public health and reduce health inequalities. The implementation of the Programme will lead to improved conditions for the health care of children and young people, strengthening and monitoring thereof, also, enhanced capability of health care specialists of national and municipal level institutions in the reduction of public health inequalities.
The Ministry of Health of the Republic of Lithuania was appointed a Programme Operator by the Order No. 57 of the Government of the Republic of Lithuania “On the Administration of the European Economic Area and the Norwegian Financial Mechanism for the period 2009-2014 in Lithuania” of 18 January 2012.
The Programme agreement was concluded on 16 April 2013 between the Ministry of Foreign Affairs of the Kingdom of Norway and the Ministry of Finance of the Republic of Lithuania. On 3 June 2013 the tripartite Programme implementation agreement was signed by the Ministry of Finance of the Republic of Lithuania, the Ministry of Health of the Republic of Lithuania and Central Project Management Agency (Lithuania).
The grant amount of 7,1 mln. EUR has been allocated for the implementation of the Programme, of which 85 per cent (6,0 mln. EUR) are funds from the Norwegian Financial Mechanism and 15 per cent (1,1 mln. EUR) co-financed by the Republic of Lithuania.
