Curriculum Vitae

Liutauras Vičkačka earned a bachelor’s and master’s degree in social policy from the Faculty of Philosophy at Vilnius University.
The Chancellor has accumulated diverse experience in management, strategic planning, and project coordination in the public sector and in non-governmental organizations. L. Vičkačka has headed the non-governmental organization “Socialinis taksi,” worked at “Turto bankas,” and served as Senior Advisor at the State Labor Inspectorate. He also has many years of experience in civic engagement and volunteer work with various youth organizations.
Prior to assuming the position of Chancellor of the Ministry of Health, L. Vičkačka served as an Advisor to the Speaker of the Seimas of the Republic of Lithuania and as the head of administration for the Democratic Union “Vardan Lietuvos.” Earlier in his career, he gained substantial experience in political leadership and institutional management at the Ministry of Social Security and Labor, where he served as an Advisor to the Minister and a project manager; he also worked at the Chancellery of the Seimas of the Republic of Lithuania as an Advisor to the Deputy Speaker of the Seimas.
His professional activities, policymaking, and areas of public interest encompass not only social policy but also the optimization of public administration processes, the management of state assets, and the involvement of the non-governmental sector in addressing the problems of vulnerable groups.
L. Vičkačka began his professional career in the public sector by actively participating in academic and civic life, where he coordinated student self-government initiatives, and later successfully applied this knowledge in the civil service and on political teams.
