Curriculum Vitae

Ignas Rubikas, Vice-Minister of Health, is a change management professional with many years of experience in the fields of health policy and public administration.

Before assuming the role of Vice-Minister, he headed the Mental Health Department at the Ministry of Health of the Republic of Lithuania for six years—coordinating the development of national mental health policy, participated in the development and implementation of mental health system reform, and developed models for the organization, regulation, and financing of services. He also worked as a project manager at "Addere Care," where he was responsible for the digitization of healthcare services and process optimization.

As a member of the Strategic Planning and Monitoring Group at the Chancellery of the Government of the Republic of Lithuania, he contributed to the reform of the strategic management system and participated in drafting the legal framework for strategic management and budget preparation in Lithuania. Previously, he served as a project manager for the "Kurk Lietuvai" program and was one of the founders of the civic initiative "ManoSeimas.It"

The Vice-Minister holds a bachelor’s degree in psychology and philosophy from the University of Oxford and a master’s degree in social sciences, specializing in social policy and planning, from the London School of Economics and Political Science.

In his work, Vice-Minister I. Rubikas is guided by the principles of effectiveness, systematic approach, change leadership, respect, and inclusive communication.
