This is the first time the list of affected countries has been updated following the ‘traffic light’ principle.

As of Monday, October 26th. a new list of affected countries compiled following the ‘traffic light’ principle has come to effect.  Lithuania, along with the neighbouring Latvia and Estonia, as well as Norway, Denmark, Finland and Cyprus, have found themselves in the orange area. This means that Lithuanian citizens or foreigners returning or arriving from these countries will not be subject to such preventive measures as isolation or testing for coronavirus infection (COVID-19).

The Ministry of Health notes that some countries may display different colours in certain regions. The Italian region of Calabria is classified as orange, while the entire Italy is red, and Azores and Madeira are orange, while Portugal is red. And the region of western Macedonia is red in Greece, which is yellow. Although Germany and Sweden are yellow, the capitals of these countries, Berlin and Stockholm, fall into the red area.

Belgium, Switzerland, as well as the United Kingdom of Great Britain and Northern Ireland find themselves in the grey.

Those travelling to Lithuania from the red and grey areas will be subject to the previous requirements such as isolation or testing for coronavirus (COVID-19). s

Travellers shall be deemed to have been in contact if they returned or arrived from countries that are on the list of countries affected by coronavirus infection or those that have travelled through the affected countries over the period of 14 days before the return or arrival in Lithuania, except travelling by air when not leaving the airport transit area,

If travelling happened by regular, special and charter flights of all modes of transport organised and operated by carriers,, it is mandatory to register on the website of the National Public Health Centre under the Ministry of Health: https://keleiviams.nvsc.lt/lt/form and present the confirmation of the completed electronic form (QR code) to the carrier before boarding the vehicle, and in other cases - you are required to register with the National Public Health Centre within 12 hours of returning / arriving in the Republic of Lithuania.

Please note that the Government decided on Wednesday on the nation-wide criteria following the Council Recommendation. All the EU countries will be mapped against the four colour principle: green, orange, red and grey. The main criteria for this mapping: 14-day notification rate per 100 000 population, 7-day test positivity rate, that is, the percentage of positive tests among all tests, 7-day testing rate (number of tests per 100 thousand population).

The green group into the environment include countries with the 14-day notification rate lower than 25 cases per 100 000 and with the test positivity rate below 4%. This means that there will be no restrictions on arrivals from the green area

The orange group includes countries with the 14-day notification rate lower than 50 cases per 100 000 but with the test positivity rate being 4% or higher or with the 14-day notification rate between 25 and 150 cases per 100 000 and with the test positivity rate below 4%.

The red group includes countries with the 14-day notification rate of 50 cases per 100 000 or higher and the test positivity rate of 4% or higher or with the 14-day notification rate is higher than 150 cases per 100 000.

The grey group includes countries with insufficient information to assess the mentioned criteria or with the 7-day testing rate lower than 300 cases per 100 000.

The Ministry notes that the list of countries affected by coronavirus infection includes the countries of the European Economic Area (EEA), the United Kingdom of Great Britain and Northern Ireland, and the Swiss Confederation if they are classified as red or grey in maps published by the European Centre for Disease Prevention and Control (ECDC), also third countries (non-European Economic Area countries) that are not included in the ECDC maps and therefore classified as grey, except for countries which are included in the EU-level list of third countries, for the residents of which temporary restriction on non-essential travel to the EU should be lifted at external borders.

The list of affected countries be published every Friday to take effect on Monday.
